It makes you wonder doesn't it?  

The great majority of inmates are in prison due to crimes involving 
drugs.....but when they get there it's not a problem to find those same drugs.

What's wrong with this picture?....it's almost......almost as if our <gasp> 
forthrightly honest government is not being completely straight with us...

naw....that can't be it....
